RE: TEMPORARY EVENT NOTICE (TEN) FOR THE CAMELFORD ARMS, 30 – 31 CAMELFORD STREET, BRIGHTON, EAST SUSSEX, BN2 1TQ FOR FRIDAY 31ST JULY THROUGH TO MONDAY 3RD AUGUST 2026.

NOTICE OF OBJECTION under Section 104 (2) of the Licensing Act 2003

 

To whom it may concern,

 

Notice of objection is hereby given on behalf of the Chief Officer of Police for Sussex for the above Temporary Event Notice (TEN) on the grounds that by allowing the premises to be used in accordance with the notice, all four licensing objectives are at risk of being undermined.  

 

From reading between the text within the TEN, we believe the applicant is giving notice of the following:

 

Extended Hours:

 

Saturday 01/08/2026 from 01:00 to 03:00 (Friday in to Saturday Trading)

Sunday 02/08/2026 from 01:00 to 04:00 (Saturday in to Sunday Trading)

Sunday 02/08/2026 from 23:30 to 01:00 on Monday 03/08/2026 (Sunday in to Monday Trading)

 

Rear Yard:

 

Permission to use as staff only breakout area between:

Friday 31/07/2026 21:00 to Saturday 01/08/2026 03:00

Saturday 01/08/2026 21:00 to Sunday 02/08/2026 04:00

Sunday 02/08/2026 21:00 to Monday 03/08/2026 01:00

 

Door Conditions:

 

Permit use of the side doors and remove the middle doorway conditions during all of the trading hours under the licence and this TEN. This would enable the premises to operate a doorway /window bar throughout the general trading hours and extended hours listed above.

 

SIA:

 

Min of 3 during the above extended hours.

 

On & Off Sales:

 

At all times the venue is open including during the above extended hours to permitted both on and off sales of alcohol.

 

Licensable activities: Sale by retail of alcohol – On & off sales.

This TEN has been submitted a year in advance to cover what will possibly be Brighton & Hove Pride Weekend. Pride is a large scale event for the city attracting many thousands of residents and tourists. It is a challenging time each year for all the emergency services and partner agencies to ensure it is a safe and enjoyable event for everyone. Due to this, extra scrutiny is taken when reviewing TENs during this particular weekend. We do wish to support businesses as we are aware of the financial challenges on the hospitality sector however, we have to have public safety at the forefront of all of our decisions.

 

We are fully aware that all TENs need to be considered on their own merit. With this in mind we need to be able to consider what impact a possible citywide event could have on policing the city as a whole, and how that could impact The Camelford Arms own wish to hold an event themselves under a TEN.

 

For 2025 there have been major changes to what was originally called the Pride Village Party (now known as the Pride Street Party). This evidences that we cannot take for granted that Pride in our city will look the same as in previous years. Planning starts early on however the bulk of this is reliant on the local authority confirming what the footprint is going to be for 2026 and the event organisers own event management plans being submitted. It would be irresponsible and a risk to the promotion of the licensing objectives for Sussex Police not to comment on a TEN application, until such plans have been seen, fully reviewed and finalised.

 

There is likely to be elements of this TEN we are unable to support and possibly other parts that we can, but until we know there is going to be a Pride event on that weekend, what the footprint will be and what the larger plan looks like, we are unable to consider it fully and make a decision at this point about how the TEN could impact the licensing objectives.

 

The Chief Officer of Sussex Police contends that by permitting this TEN there is a risk that all 4 of the licensing objectives will be undermined and so ask for the panel to consider refusing it.
